The Department of Social Cohesion and Solidarity (DCSS) aims to develop social cohesion and strengthen solidarity at the local level, in order to improve the well-being of the population. Comprising six services, the Department provides essential services to the population in social action, public health, early childhood care, as well as support for the elderly and people with disabilities. Head of the Civil Status Service at 90-100%
Your mission and responsibilities
Your expertise at the service of the population
Reporting to the Director of the DCSS, your main mission is to lead the Civil Status Service and ensure the proper delivery of its services (births, marriages, deaths and naturalisations).
In this capacity, your responsibilities include:
- Advising the Magistrate in defining public policy regarding civil status;
- Defining priority objectives and adapting the service offer in response to the evolving needs and expectations of the population;
- Supervising all service staff (around forty people);
- Managing the operating budget of the department;
- Ensuring the consistency of legal decisions in complex cases;
- Guaranteeing the probative value of public registers;
- Representing the department to cantonal and federal authorities, maintaining links with the media and strategic partners.
Your profile
Your background and skills
- Holder of a Bachelor’s or Master’s degree in civil law or private international law, or equivalent training; a lawyer’s certificate is a significant asset. The federal certificate of civil status officer can be obtained on the job;
- Proven experience in a management role, including service management, team leadership and project management;
- Ability to negotiate, unite and lead large-scale transformations;
- Rigour and insight to ensure continuity and coherence of services and projects;
- Sharp sense of priorities, excellent organisation and great reliability in execution;
- Interpersonal skills, tact, sense of representation and excellent public speaking ability.
