It intervenes to examine appeals filed against decisions made by lower courts, as well as by the judicial authorities. The Neuchâtel judicial authorities are announcing the position of clerk of the Cantonal Court, in anticipation of the current incumbent's retirement. Main MissionsYour main mission is to organize and coordinate the clerk's office to ensure the proper functioning of the court. You are responsible for identifying needs and ensuring the availability of resources (HR and logistics). Your responsibilities include managing the staff of the clerk’s office (recruitment, business processes and tools), overseeing the site's accounting, maintaining internal X system-related measures. In this capacity, you will work closely with the current holder, who will accompany you in getting to know the various procedural processes. The role also involves maintaining contacts with the court's internal and external stakeholders and ensuring good communication, particularly between the clerk's office and the general secretary, to whom you report. You are responsible for implementing institutional decisions at your site. To this end, you support the commission of judicial authorities in achieving the objectives set out in its plan by participating in projects and leading those that fall within your area of expertise. In the context of two major projects currently occupying the Cantonal Court, namely the renewal of the X system for proceedings and the deployment of the Justitia project, you actively participate in discussions on these issues and undertake concrete actions aimed at facilitating change for the staff. ProfileYou hold a university or HES bachelor's degree or a federal diploma or equivalent qualification, completed by a certification in management. A training at the ERAJ - École romande en judiciaire and/or project management is an asset. Expertise acquired in a previous role in the judicial or legal fields, particularly in staff management (hierarchical or transversal), would be viewed favorably. A minimum of 5 years of professional experience in a personnel management position or other relevant experience is required. You possess a general knowledge of law and procedural rules and demonstrate a good understanding of the judicial field and its specificities. You are characterized by your sense of responsibility and autonomy, recognized for your proposals and leadership skills. Familiar with working in complex, constantly evolving environments, you have significant capacity to adapt and demonstrate proven skills in change management, allowing you to react quickly to developments and respond to demands while respecting deadlines, even when under pressure. You master the French language perfectly and show a real affinity for numbers in a broad sense (accounting), you demonstrate proficiency in common tools (Microsoft Office suite) and have a strong interest in issues related to information systems. Your ability to adapt to new digital tools and to work in a digitalized environment is a real asset for successfully completing your missions.
