Unit ManagerJob DescriptionThe Individual Assistance and Social Support Unit (UAS) of the Directorate General for Social Cohesion (DGCS) is responsible for working closely with the divisions of the Directorate for Support and Accommodation (DIRHEB) to support individuals with disabilities, those suffering from addiction disorders, and the elderly. The UAS analyzes the needs of accommodated individuals based on the Law on Assistance Measures for Persons with Disabilities (LAIH) as well as the Law on Assistance for Persons Using Medico-Social Action (LAPRAMS). The partners of the UAS include, in particular, medico-social accommodation facilities (medico-social establishments (EMS), psycho-social medicalized establishments (EPSM), specialized establishments (ESE), non-medicalized homes (HNM)). To effectively steer this dynamic entity, the DGCS is looking for a Unit Manager.For further information, please consult the job description by clicking here.Responsibilities- Direct the individual assistance unit and supervise all its activities.- Ensure the decision-making management of the individual assistance system: validate standard cases within the delegated scope, transmit recommendations to the Co-management for decisions exceeding this scope, and coordinate files requiring co-instruction with the divisions.- Ensure the control of financial and legal risks related to the system: define indicators and manage dashboards, develop forecasts and ensure quarterly budget monitoring, alert the Co-management in case of risk of overspending or files presenting an institutional risk.- Pilot the updating of directives and regulations related to individual assistance, in collaboration with experts from the concerned divisions and in coordination with the Legal Unit (UJUR), and ensure their communication to internal and external partners, under the supervision of the Co-management.- Perform various tasks related to the field of activity.Profile- Master's degree or professional experience deemed equivalent.- Federal Diploma as a specialist in social insurance, in the management of socio-sanitary institutions, or confirmed experience of at least 10 years in the medico-social, care, or social field.- Confirmed experience of at least 5 years in a team management role.- Excellent knowledge of the legal framework of cantonal social insurance (LAPRAMS, LAIH, and related) as well as the Vaud health and social network.- Ease in an advisory role to management bodies.- Ability to coordinate stakeholders from varied professional cultures (clinical, legal).- Solid skills in managing complex, sensitive, or conflictual files.- Marked interest in the fields of social policies and accommodation.- Assertive leadership, decision-making capacity, and effective implementation of global strategy, sense of priorities, and ability to step back.- Excellent resistance to stress and good self-control.- Excellent communication skills, listening skills, and diplomacy.Who are we?The Directorate General for Social Cohesion (DGCS) offers the inhabitants of the Canton of Vaud support and integration measures, accommodation solutions in medico-social institutions, as well as financial aid.
