230 km, projects and a territory in full evolution: ready to take the wheel?Our client is a major municipality in the canton of Fribourg, ideally located in the Broye region and Lake Neuchâtel. Resulting from several municipal mergers and counting today more than inhabitants as well as approximately 200 employees, it evolves in a dynamic environment marked by numerous development and land-use planning projects. As part of the strengthening of its Water and Public Domain Service — composed of nearly 45 employees spread across six specialized sectors — our client has mandated us to recruit its future Head of Municipal Road Infrastructure.In this key function, you ensure the maintenance and development of an important municipal road network comprising nearly 230 km as well as approximately 97 km of land. You also steer various projects related to the evolution of the municipality, particularly in a context of strong urban development, redevelopment of public spaces, and collaboration with cantonal authorities and developers.Main responsibilities- Ensure the management and overall steering of the road infrastructure sector.- Plan the maintenance of the municipal road network, ensure the monitoring of defects, define priorities, and organize the necessary interventions.- Collaborate closely with the various municipal services and sectors as well as with specialized companies.- Participate in the definition, planning, and development of municipal road projects.- Supervise the study and execution of road projects of various scales, both internally and with engineering offices and external partners.- Pilot specific projects related to the environment and the territory, particularly in connection with the securing of cliffs, road improvements, and mobility.- Participate actively in reflections related to the strong urban development of the municipality and future infrastructure projects.- Ensure the preparation, steering, and monitoring of calls for tenders as well as procedures related to public procurement.- Intervene occasionally in projects with a BAMO dimension, ensuring coordination between the different stakeholders.- Ensure the administrative and financial monitoring of projects as well as the planning and control of sector budgets.- Supervise the management and updating of databases related to roads and networks on the system.- Supervise, organize, and support a team composed of technicians and workers while participating in their development.Profile- You hold a degree as a Technician or Engineer in civil engineering, or possess a background deemed equivalent.- You benefit from experience in the field of road infrastructure, networks, and public works in Switzerland.- You have already piloted technical projects including monitoring of works and budget management.- Experience in a municipal, parapublic environment, or in connection with cantonal authorities allows you to understand the issues and decision-making processes specific to public authorities.- You appreciate technical reflection as much as presence in the field and concrete monitoring of projects.- Public procurement, road procedures, as well as collaboration with authorities and companies are familiar to you.- You master standard tools as well as the main technical software related to civil engineering and project management.- Organized, autonomous, and solution-oriented, you know how to manage priorities while maintaining good quality of communication with varied interlocutors.- Your sense of contact, your team spirit, and your ability to unite allow you to evolve effectively in a transversal and collaborative environment.- Flexible, you appreciate versatile functions mixing technique, administration, and human management.- You hold a driver's license.This position will offer you the opportunity to evolve in a position of responsibility, within a dynamic, human, and particularly diversified municipal environment.
