At the heart of the cantonal placement and integration system, the DIPP supports the Regional Employment Offices (ORP) in fulfilling their missions by providing them with training, tools, methods and services adapted to the needs of the labour market and job seekers.

As head of the Advice and Integration Unit, you directly contribute to the implementation of the cantonal strategy for placement and professional integration. You lead a team of experts in training measures, support the evolution of professional practices of the ORPs and participate in the development of innovative solutions aimed at sustainably strengthening the employability of job seekers.

Responsibilities

  • Ensure the management, evaluation and development of the cantonal offer of labour market measures (MMT), training and professional integration measures (MIP);

  • Analyse and evaluate new training, MMT and MIP offers received by the DIPP, and develop those you identify as necessary;

  • Actively monitor changes in skills needs in the labour market and respond by developing appropriate programmes to improve the employability of persons registered with the ORPs;

  • Support your specialists and the DGEM finance unit in monitoring training and measure providers;

  • Lead the Advice and Integration Unit and manage its activities and resources;

  • Provide the ORPs with tools, methods and services that facilitate the support, placement and professional integration of registered persons;

  • Develop and coordinate the continuing education of ORP staff to ensure harmonised and quality practices;

  • Lead strategic and cross-cutting projects related to the missions of the DIPP;

  • Actively collaborate within the projects of the other two DIPP units;

  • Contribute to the strategic management of the DIPP as deputy director;

  • Periodically represent the DIPP with cantonal, inter-cantonal and federal partners;

  • Represent the DIPP with cantonal, inter-cantonal and federal partners.

Qualifications

  • University degree or equivalent training.

  • Additional training in a field related to the role.

  • Proven experience in team leadership and staff management.

  • Demonstrated experience in managing complex and cross-cutting projects.

  • Good knowledge of the Vaud labour market and its stakeholders.

  • Political awareness and understanding of institutional issues.

  • Excellent analytical, synthesis and decision-support skills.

  • Recognised leadership, interpersonal ease and ability to unite around common goals.

  • Excellent communication and negotiation skills.

  • Excellent command of spoken and written French; knowledge of German is an asset.

We also support job seekers towards sustainable professional integration by offering advice and measures that meet labour market needs, while guaranteeing equal treatment. The Cantonal Unemployment Fund, which is attached to us, compensates unemployed persons as well as companies forced to resort to short-time work (RHT) for economic reasons or due to bad weather.
