As a financial manager, you actively participate in the financial management of the General Directorate of Human Resources (DGRH) and contribute to monitoring staffing levels as well as controlling the payroll of the Vaud Cantonal Administration (ACV), with a constant focus on budgetary rigour, good governance, and continuous improvement.

Responsibilities

  • Lead the finance sector of the service (comprising 3 people)
  • Ensure monitoring of changes in staffing and payroll of the ACV (determining and supervising analyses for items presented to the State Council, drafting proposals to the State Council, advising and supporting HR and financial functions of the various departments and services of the State, ensuring follow-up of recommendations from the Cantonal Financial Control, providing decision-making analyses to management, formulating recommendations, etc.) and represent the service externally in this area.
  • Manage all processes related to the quantitative HR data of the ACV during the ACV budget process (salary projections and new positions) in collaboration with the Financial Analysis and Management Service (SAGEFI)
  • Supervise the management of the service's finances, current accounts related to social insurances, and maintain the internal control system (ICS) of the DGRH
  • Initiate or participate in cross-functional initiatives or projects aimed at continuous improvement within the DGRH.

Qualifications

  • Master’s degree in economics, HES diploma or equivalent qualification
  • Proven experience of at least 8 years as a financial manager or officer within a Swiss organisation
  • Confirmed experience with budgetary processes, reporting, managing complex files and, ideally, knowledge of public finance, payroll management and social insurance
  • Excellent command of IT tools and user experience with SAP
  • High level of rigour, excellent analytical and synthesis skills, and strong writing abilities
  • Sense of responsibility, good stress management and reliability in a demanding environment
  • Strict respect for confidentiality and discretion
  • Flexibility, determination and ability to successfully carry out strategic missions
  • A resolutely collaborative spirit and ease in interacting with a wide variety of stakeholders
  • Dynamic, proactive, curious personality with a positive mindset.
