Deputy Director of the Finance DivisionJob DescriptionAs part of your role as Deputy Director of the Finance Division, you contribute to the management of the Directorate General of Health and the Finance Division and ensure the leadership of the Finance domain.Responsibilities- Define the priorities and action plan of the Finance domain for the objectives of the Directorate General of Health.- Propose solutions for the financing of the health system and the Directorate General of Health, taking into account the context and major issues of the public health system as well as the constraints of the regulatory, financial, and legal frameworks and political and social responsibility.- Ensure the leadership of the Finance domain and manage the human and financial resources of the Division.- Supervise the activities of the Finance domain, including the evolution of financing models applicable to institutions funded by the directorate, the management of budgetary and tariff procedures, as well as the steering of financial audits and the monitoring of associated risks, ensuring the coherence of health policies and the financial stability of the institutions concerned.- Collaborate with all business entities of the Directorate General of Health in order to identify needs requiring subsidies, define the conditions for granting them on a financial level, and ensure the coherence of financial processes and financial reporting.- Monitor the financial risks of the Directorate General of Health and ensure the follow-up of recommendations from the Cantonal Finance Control in the context of audits conducted in the health sector (annual audit of the accounts of the Directorate General of Health).- Direct, organize, and plan the management of special files and conduct expert assessments or specific missions on behalf of the Directorate General of Health.- Ensure the representation of the Finance Division to external partners.- Assume the substitution of all missions of the Director of the Finance Division in their absence, including management responsibilities and financial and political commitment, representation to institutional partners, and participation in key bodies (general management, departmental meetings).Requirements- University degree in economic sciences or a title deemed equivalent, with complementary training in health economics and/or public health as well as management.- Professional experience of at least 10 years in personnel management in the financial field, including 5 years of experience in the public health sector.- Very good knowledge of the health system, public administration, and political processes.- Knowledge of financing models and the implementation of financial processes.- Stress management despite a significant volume of work in a complex and constantly evolving environment.- Analytical and synthesis skills, sensitivity to negotiation, and ability to be proactive.- Mastery of IT tools, particularly Excel.- Excellent oral and written expression in French, good knowledge of German and English.In order to have all the elements necessary for the analysis of your file, we thank you for sending us, in addition to your CV, a cover letter as well as your work certificates and diplomas.Who are we?At the Directorate General of Health (DGS), we work so that the entire population benefits from favorable health conditions and quality solutions, respectful of their rights and ethics, and for health professionals at the heart of the response to the evolving needs of the population.
