Project Manager or Employment OfficerThe Department and Development (DID) of the Penitentiary Service (SPEN) has the mission of steering major infrastructure, digital, and service projects. As part of its numerous projects, notably the Northern Vaud Penitentiary Center (PPNV), the SPEN is opening a position for a project manager. You will contribute to the management of sub-projects, complex studies, and the development of documentary monitoring for the management. You will accompany stakeholders in projects touching on both public safety and the reintegration of individuals. If you are rigorous, curious, and possess a solid analytical capacity, and wish to contribute to large-scale projects within a service in full development, then do not hesitate to apply!Responsibilities- Manage program sub-projects for the service management, notably within the framework of the future Northern Vaud Penitentiary Center (PPNV) and other SPEN projects;- Conduct complex studies and analyses on various subjects (mobility, flows) to support management decision-making;- Ensure monitoring and documentation, carry out studies and internal surveys for DID projects;- Carry out evaluations within the framework of DID projects;- Manage any other mission or project related to the activity of the service.12 months, possibly more. Please consult the job description.Holder of a bachelor or master in urban planning, geography, sociology, or equivalent, you have ideally supplemented your curriculum with a degree in project management. You are a person with confirmed experience of at least 5 years as a study manager or assistant project manager. Knowledge of public administration and, ideally, the penitentiary field is an asset. Possessing a great capacity for analysis and synthesis, you master methods and tools (surveys, sociological techniques). You know how to facilitate working groups and communicate effectively with all stakeholders. Active command of English and German is desired to ensure monitoring in Switzerland and abroad. Employment conditions require that you be Swiss or a holder of a C permit, exempt from debt collection certificates (an extract from the debt collection office must be presented during the process), and your criminal record must be clean.
