Head of General Services, Deputy to the Commander at Security Est Lausannois (ASEL) brings together the municipalities of Pully, Paudex, Belmont, and Savigny within the same service. To complete its staff, ASEL is offering a position for Head of General Services, Deputy to the Commander (80 to 100%) Mission: Ensure the management and direction of the division of general services, grouping the police, trade police, technical and logistics, road police, as well as the Police and Contraventions Commission. Provide support and advice to the police commander on institutional and legal matters, ensuring legal compliance, coherence, and quality of decisions and processes. Lead cross-cutting projects and represent the police force before municipal and cantonal authorities and partners. Main activities: Lead the division of general services and supervise the entities under its responsibility; Advise and support the Commander in the areas of public institutions and legal matters; Monitor the evolution of jurisprudence and legal frameworks in relation to service tasks; Manage the follow-up of the Police and Contraventions Commission; Draft orders, reports, explanatory statements, and opinions for the authorities; Propose the service budget and ensure proper accounting for its division; Coordinate, support, and lead cross-cutting projects; Substitute for the Commander during events, sessions, or working groups; Participate in working groups at the regional and cantonal level; Desired profile: Holder of a Master's degree in law or an equivalent title, supplemented by experience in public administration, institutional matters, and public finance; Confirmed professional experience in leading teams and project management; Very good knowledge of law as well as strong financial and accounting skills specific to the sector; Excellent listening skills and a leadership style that fosters an inclusive culture, enabling to rally teams around a vision, proof of political sensitivity to the constraints of public service and a strong commitment to contributing to the well-being of the community, facilitating collaboration with all internal partners; Excellent writing skills, developed analytical and synthesis thinking, good capacity for prioritization, proof of excellent stress resistance, great discretion, and an irrefutable professional ethic.
