The Senior Programme Manager is responsible for delivering high-quality grant management services across the lifecycle of health systems strengthening and immunisation programmes in fragile and conflict-affected contexts. The position requires close collaboration with country stakeholders, international partners, and internal teams.

Description

Overall Engagement

  • Support the Senior Country Manager with government and partner engagement to maximise programmatic results.
  • Prepare briefings, memos, and correspondence for internal and external discussions.
  • Coordinate meetings with donors, technical partners, NGOs, and civil society actors.
  • Represent the team in internal and external forums, ensuring accurate reflection of country contexts.
  • Maintain and organise country documentation, contracts, budgets, and correspondence.
  • Track follow-up actions and ensure timely execution.
  • Contribute to high-level engagement, such as joint appraisals, monitoring missions, and leadership visits.

Portfolio Management - Planning & Design

  • Contribute to portfolio planning processes, including roadmap development and stakeholder consultations.
  • Support engagement at sub-national and humanitarian coordination levels to ensure tailored strategies and equitable coverage.
  • Explore innovative partnerships to address humanitarian needs.

Portfolio Management - Review, Approval, Disbursement

  • Ensure compliance and quality assurance in the preparation of funding proposals and grant agreements.
  • Support finalisation of budgets, workplans, and contracting with implementing partners.
  • Coordinate disbursement tracking and ensure timely follow-up with relevant teams.

Portfolio Management - Implementation & Monitoring

  • Monitor programme implementation, identifying and mitigating risks (programmatic, fiduciary, and operational).
  • Support preparation and execution of joint reviews, monitoring missions, and evaluations.
  • Ensure timely submission of high-quality country reports, including financial and programmatic updates.
  • Track and follow up on audit findings and grant management requirements.
  • Participate in country missions, security conditions permitting, to support oversight and partnership.

Profile

  • Proven experience in grant or programme management in fragile, conflict-affected, or humanitarian settings.
  • Strong understanding of health systems, immunisation, or broader development programmes.
  • Excellent diplomatic and stakeholder engagement skills.
  • Ability to manage multiple priorities in highly complex and volatile contexts.
  • Fluency in English and French; additional languages an asset.
  • Willingness to travel to fragile and conflict-affected countries as required
  • Ideally 8 years of professional experience working in public health or international development, including a minimum of two years of experience working in the humanitarian field, fragile and/or conflict settings.
