Job Description

The regional employment offices (ORP) of the canton of Vaud, attached to the Directorate General for Employment and Labour Market (DGEM), are responsible for assisting clients in their job search and supporting employers in recruiting staff. They play a key role in implementing employment policy and combating unemployment.

As a personnel advisor, you work within the framework of supporting the professional integration of job seekers. In this perspective, you monitor and advise each client of the Public Employment Service, with the aim of their rapid and sustainable placement in the labour market. You select appropriate placement strategies and have specific measures allowing each person to develop their employability. You are also responsible for ensuring compliance with legal requirements for the people in your portfolio. Thanks to the quality of your candidate proposals, you are a key player for companies seeking personnel.

Responsibilities

  • Establish a reintegration strategy for each client in a personalised manner, always adapted to their needs and profile;
  • Activate and advise each client through counselling and follow-up interviews;
  • Conduct professional assessments and development of professional and personal skills of the people in your portfolio by granting training and development measures;
  • Actively support the proposal of job vacancies to clients of the public employment service;
  • Ensure, in accordance with federal and cantonal unemployment insurance laws, compliance with obligations and placement aptitude of users;
  • Maintain a permanent update of the IT database (Plasta) and the routine management of administrative tasks for each client;
  • Strengthen collaboration with various inter-institutional partners (Social Services, Disability Insurance Office, etc.).

Qualifications

  • Federal diploma as HR specialist, social insurance specialist or personnel advisor completed or in progress.
  • Several years of experience in counselling and placement, socio-professional reintegration or HR.
  • Good knowledge of the Vaud employment market and economic fabric.
  • Awareness of legal aspects of HR follow-up within your experience.
  • Result-oriented interpersonal and social skills.
  • Rigor and precision in task execution.
  • Proven listening skills and client orientation.
  • Good stress resistance.

The absence of a recognised diploma as mentioned in the terms of reference results in the application of salary class 9.
