Job Description

The General Directorate of Agriculture, Viticulture and Veterinary Affairs is seeking a legal officer coordinator for its Dog Police sector.
As guarantor of the proper application of procedures and legislation relating to dogs, animal protection and illegal imports, you will ensure the operational and administrative coordination of files and oversee the legal quality of decisions and procedural acts. You will support the management in monitoring sensitive cases and coordinate work with internal and external partners.

Responsibilities

  • Ensure the operational and administrative coordination of dog police files, ensuring compliance with procedures, deadlines and formal requirements.

  • Participate in handling cases related to bites, dangerous dogs, animal protection and illegal imports.

  • Draft, correct and finalise administrative decisions in accordance with applicable legal bases.

  • Check the legal quality of decisions, letters and opinions before validation and ensure follow-up of the measures pronounced.

  • Develop and harmonise templates for decisions, letters and administrative documents.

  • Support management in complex, sensitive or high-profile cases and advise colleagues on legal and procedural aspects.

  • Ensure coordination with internal and external partners (prefectures, municipalities, law enforcement, competent authorities and private organisations) and participate in working groups on the evolution of practices.

Qualifications

  • Higher education relevant to the role, ideally in law, public administration or an equivalent field (required).

  • Cynological training (an asset).

  • At least five years’ experience within a public or semi-public administration.

  • Knowledge of the veterinary field, animal protection or control activities as well as excellent knowledge of administrative law and administrative procedures.

  • Good knowledge of legislation on animal protection and dog policing.

  • Excellent writing skills, with proven ability to draft administrative decisions.

  • Sense of responsibility, analytical and synthetic thinking, organisational and time management skills.

  • Leadership ability, decision-making and collaboration skills, combined with good self-control.

It leads and implements public agricultural, viticultural and veterinary policies.
