The largest Municipality in the Canton wants you!Eager to provide a professional structure responding to the complexity of human resources management, our client, the future Municipality of the Vallée de Joux, is looking for aHUMAN RESOURCES MANAGERHead of Department(position at 80%-100%)Initially reporting to the Mayor of the Municipality of Le Chenit, for a future total workforce, as of January 1st, of nearly 90 permanent staff and more than 60 auxiliary staff, assisted by two people, you are ready to:- lead the HR department- define a personnel policy and a salary policy and evolve the personnel regulations- provide advice and support to the Municipality and departments for all questions regarding personnel management and on both an operational and strategic level, particularly in terms of recruitment and development- manage the training of apprentices and their trainers- handle contentious situations and implement mechanisms to prevent tensions in professional relationships- administer the time management system- actively collaborate with the Finance Department for all questions related to the HR budgetYou bring:- HR expertise confirmed by successful experience of at least 10 years, ideally gained within a public administration or an organization of similar size- a Federal Diploma as a Human Resources Specialist- knowledge of and interest in legal issues- a systemic and transversal vision with expertise in project management and support- the ability to write and convince in writing- ease in functioning as a change agent and collaborating with internal and external stakeholders of the MunicipalityYou can count on a dynamic, enthusiastic environment, with ambitious challenges linked to a municipality in full development.We invite you to send your complete file, with a cover letter by Friday, June 19, by email.
