The Social Office of the apiah intervenes primarily in favor of personnel working or having worked in member companies of the apiah, as well as, depending on the circumstances, with individuals or external organizations falling within the scope of the apiah's social works. Its activity is part of a support, guidance, counseling, and prevention approach, particularly regarding financial and social difficulties encountered by beneficiaries.General missionThe person holding the position ensures the social and budgetary support of the beneficiaries of the Social Office of the apiah. They contribute to preventing situations of precariousness, stabilizing financial difficulties, supporting debt relief efforts, and reducing the impact of social or personal problems on the professional life of the individuals concerned. The person exercises their mission with listening skills, rigor, confidentiality, and non-judgment, ensuring that concrete, realistic, and adapted solutions are proposed to each individual. They also act as the primary point of contact for beneficiaries, member companies, authorities, public offices, creditors, and the social or institutional partners concerned.Main activities- Welcome, listen to, and guide beneficiaries who request the Social Office, by evaluating their personal, family, financial, and professional situation.- Provide individual consultations, in person, by phone, or by any other appropriate means, in a confidential, benevolent, and structured framework.- Analyze over-indebtedness situations, establish budgets, identify payment priorities, and propose adapted remediation measures.- Accompany beneficiaries in the management of their current financial obligations, including rent, health insurance premiums, medical expenses, utility bills, childcare costs, tax debts, or other expenses.- Negotiate with creditors, debt collection offices, authorities, and concerned partners in order to seek payment arrangements, waivers, deferrals, or debt relief solutions.- Prepare, follow, and document files for budget management, debt relief, financial aid, or social support.- Control and ensure the monitoring of accounting related to aid or expenses falling under the Social Office, in collaboration with the administration and the persons responsible for accounting.- Ensure, when the situation justifies it, the complete or partial management of budgets entrusted to the Social Office, in compliance with internal rules, decisions taken, and traceability requirements.- Accompany individuals subject to salary garnishments, salary assignments, or other procedures related to debt collection, in coordination with employers, competent offices, and beneficiaries.- Support beneficiaries in the understanding, filing, and processing of legal, social, tax, or administrative documents.- Prepare and submit requests for financial aid to foundations or other organizations likely to provide ad hoc support.- Act as a relay or regional contact for scholarship requests or training aid, particularly when the Social Office intervenes as a partner within the framework of recognized mechanisms.- Ensure the follow-up of external or specific mandates, particularly those entrusted by authorities or partner organizations, when these mandates fall within the scope of activity of the Social Office.- Collaborate with member companies when they wish to refer an employee to the Social Office, while strictly guaranteeing the confidentiality of the individuals.- Keep files, monitoring tables, and statistics necessary for the management of the Social Office's activity up to date.- Prepare elements useful for activity reports, management reports, for the bodies of the apiah or the foundation of the social works of the apiah.- Maintain and develop a network of contacts with social services, debt collection offices, adult protection authorities, social insurance, and other partners at the level of the watchmaking region.- Participate in the continuous improvement of the Social Office's services, particularly in terms of processes, monitoring tools for beneficiaries, and communication with partners.Professional skills- HES social worker degree or equivalent recognized title.- Confirmed experience in social, budgetary, or administrative support for people in difficulty.- Very good knowledge of mechanisms for over-indebtedness, debt collection, garnishments, subsistence minimum, family budgets, and debt relief procedures.- Knowledge of social insurance, aid mechanisms, public and private institutions, as well as the social network specific to the regions of the watchmaking area.- Ability to analyze complex situations, identify priorities, and propose realistic solutions.- Aptitude to negotiate with creditors, offices, authorities, insurance companies, or other partners.- Very good writing skills, particularly for the drafting of letters, reports, aid requests, follow-up notes, or summaries.- Mastery of usual office tools, monitoring tables, and tools to document files in a clear, structured, and compliant manner.- Understanding of the issues related to the world of work, absenteeism, financial difficulties of employees, and their possible repercussions on professional activity.- Sensitivity to the context in which the Social Office of the apiah operates.Language skills- Perfect mastery of oral and written
