Our client is a major municipality in the canton of Fribourg, ideally located in the Broye region and near Lake Neuchâtel. Resulting from several municipal mergers and now counting more than 10,000 inhabitants as well as around 200 employees, it operates in a dynamic environment marked by numerous development and land-use planning projects. Head of Municipal Road Infrastructure
In this key role, you will ensure the maintenance and development of an important municipal road network comprising nearly 230 km of roads as well as approximately 97 km of land improvement paths. You will also manage various strategic projects related to the municipality’s evolution, particularly in a context of strong urban development, public space redevelopment and coordination with cantonal authorities, contractors and developers.
Main Responsibilities
· Ensure the overall management and leadership of the road infrastructure sector.
· Plan the maintenance of the municipal road network, monitor defects and deterioration, set priorities and organise necessary interventions.
· Work closely with various municipal services and sectors as well as with specialised contracted companies.
· Participate in defining, prioritising and developing municipal road projects.
· Supervise the study and implementation of road projects of various scales, both internally and with engineering firms and external contractors.
· Manage specific projects related to the environment and territory, notably concerning cliff stabilisation, road improvements and mobility.
· Actively contribute to discussions related to the municipality’s strong urban development and future infrastructure projects.
· Ensure the creation, management and monitoring of tenders and procedures related to public procurement.
· Occasionally intervene in projects with a BAMO dimension and ensure coordination between different stakeholders.
· Oversee the administrative and financial monitoring of projects as well as the preparation and control of the sector’s budgets.
· Supervise the management and updating of databases related to roads and networks on the municipal territorial information system.
· Lead, organise and support a team composed of technicians and draftsmen, while contributing to their professional development.
Your Profile
· You hold a qualification as a ES Technician or HES Engineer in civil engineering, or have an equivalent background.
· You have experience in the field of road infrastructure, networks and public works in Switzerland.
· You have already managed technical projects including coordination, work monitoring and budget management.
· Experience in a municipal, parapublic environment or in connection with cantonal authorities enables you to understand the administrative challenges and decision-making processes specific to public entities.
· You appreciate both technical reflection and being present on site to closely follow the realisation of works.
· Public procurement, road authorisation procedures as well as coordination with contractors and companies are familiar to you.
· You master common IT tools as well as the main technical software related to civil engineering and project management.
· Organised, autonomous and solution-oriented, you know how to manage priorities while maintaining good communication quality with various interlocutors.
· Your interpersonal skills, team spirit and ability to unite allow you to work effectively in a transversal and collaborative environment.
· Flexible and pragmatic, you enjoy versatile roles combining technical, coordination and human management aspects.
· You hold a driving licence.
