Who are we? The Service de l'informatique et des télécommunications (SITel), comprised of over 160 employees and a central service specialized in IT and telecommunications, is responsible for the availability, security, and evolution of systems for all its partners. The service is organized into sections, namely production sections and support sections (cross-functional sections within the service). All sections report to the service management.Current Context: The current Technical section brings together all activities aimed at meeting technical and security needs for various beneficiary services, including SITel itself. The section implements new technologies and solutions in line with requirements, respecting the framework set by management, governance bodies, and the council. The section is organized by sectors, representing different technical poles to enable the complete system of the future. The obsolescence of the entire X Fribourg system compels the council to take various corrective measures. In this respect, a profound initiative has been launched throughout the entire organization. This initiative requires rethinking how services should be built and delivered, and also impacts how SITel is organized. The goal of our initiative is to align our internal processes with the new direction aimed at delivering technical solutions focusing on Cloud technologies, and aspiring to evolve towards an agile model akin to the Ops/DevOps model. This ambitious transition brings significant challenges for management functions, particularly regarding the role of Technical Section Head. Consequently, the structure that will be entrusted to the new appointee is set to evolve profoundly, within a logic already engaged and supported by the service management. In this respect, the notion of shared services will need to be reflected within the current section, as part of a transition to a Shared Service Center (SSC) model. This context necessitates having specific expertise during this important phase of transition, coordinated with other sections of SITel under the leadership of the Deputy Service Head. The future operation is already taken into account by all stakeholders, with parallel management of two models throughout the transition phase (estimated at a minimum of one full year). In these circumstances, a high degree of flexibility is required from the new person in charge of leading the section, in a spirit of change management.Why join us? To learn more, follow this link.Missions: Due to the retirement of the current Section Head, we are seeking a Section Head to lead the following main missions: - Leadership of the section, with up to three subordinate hierarchical levels (sector / competence center), with an aim towards defined targets.- Management and support of the transition of the section: defining and implementing the transition to an SSC model, in coordination with other sections, managing multiple projects within highly diverse contexts, with the support provided by SITel (adaptability to the different constraints of the beneficiary services).- Participation in the SITel Management Committee (CMI), which is a decision-making body of the service consisting of (Service Head, Deputy Service Head, and other Section Heads).Profile: - Completed higher education in the relevant field - HES, university, or ETH - or deemed equivalent.- At least 15 years of professional experience, including at least 5 years in a responsible position in the technical domain.- Experience in managing a team of at least 5 people, ideally with relevant professional certifications.- Proven experience in a large public institution: a technical background with mastery of Ops/DevOps environments and service-oriented architectures to optimize shared services' performance and ensure cost-effectiveness.- Strong ability to evolve in a dynamic environment and adapt to it.- Strong capacity to manage and mitigate risks, whether operational or managerial.- Strong aptitude for synergistic teamwork, fostering partnerships with Cloud infrastructure providers: knowledge of major technologies within complex environments.- Skills to align the X system with new technological requirements.- High competencies in oral and written communication, in negotiation and conflict management, with a diplomatic approach and a knack for gathering, structuring, and relaying essential information to internal and external stakeholders.- Ability to adapt one's approach to achieve set objectives while demonstrating agility and efficiency to align and support processes.- Ability to clearly and convincingly communicate functional changes and capabilities, with good knowledge of ITIL processes and/or HERMES methodology, ideally with autonomous, determined, and influential characteristics, possessing strong analytical and synthesizing abilities, with high resilience to pressure.- Strong personality with an ability to unite a team and represent the service before official bodies.- Diligence, great loyalty, and respect for public institutions.- Mastery of the French language with excellent writing skills and very good knowledge of technical English.
