Financial ManagerJob DescriptionAs a Financial Manager, you will actively participate in the financial management of the Directorate General of Human Resources (DGRH) and contribute to monitoring headcount as well as controlling the payroll of the Canton of Vaud (ACV), with a constant focus on budgetary rigor, good governance, and continuous improvement.Responsibilities- Lead the department's finance sector (composed of 3 people).- Ensure monitoring of ACV headcount and payroll and supervise analyses for items presented to the Council.- Draft proposals for the Council.- Advise and support the HR and financial functions of the various departments and services of the administration.- Ensure follow-up of audits with the Cantonal Finance Control, provide the management with decision-making analyses, formulate recommendations, etc., and represent the service in this area externally.- Pilot all procedures related to ACV HR data during the ACV budget process (salary projections and new positions) in collaboration with the Analysis and Financial Management Service (SAGEFI).- Supervise the management of the service's finances, current accounts related to social insurance, and maintain the internal system (SCI) of the DGRH.- Initiate or participate in transversal approaches or projects aimed at continuous improvement within the administration.For more information, please consult the job description or contact the HR Manager.Profile- Master's degree in Economics or equivalent qualification.- Confirmed experience of at least 8 years as a financial manager or administrator within a large organization.- Confirmed knowledge of budgetary processes, reporting, management of complex files, and, ideally, knowledge of public finance, salary management, and social insurance.- Excellent mastery of tools and SAP experience.- Great rigor, excellent analytical and synthesis skills, and solid writing skills.- Sense of responsibility, good stress management, and reliability in a demanding environment.- Strict respect for confidentiality and a sense of discretion.- Flexibility and ability to successfully carry out missions with a focus on results and ease in interacting with a wide diversity of interlocutors.- Dynamic, proactive, curious personality with a team spirit.The Canton of Vaud possesses great wealth: its employees and their skills.
