Who are we?

The Information and Telecommunications Service (SITel) ensures the availability of the IT and telecommunication resources necessary for the smooth running of the cantonal administration. The security and development of the State’s information systems and all its partners also fall under its responsibility.

The Applications section (APP) groups together all IT services aimed at meeting the software needs of the various beneficiary services of the State. From the implementation of new solutions linked to the requirements of the IT strategy to project management responding to business needs, the section manages the maintenance of deployed applications as well as their developments, whether adaptive, corrective or evolutionary. The Applications section is organised by sectors, which represent the main business areas of the different State directorates.

Your missions

We are looking for an architect (ICT Architect) to strengthen the "Security, Justice and Sport" (SJS) sector within the Applications section. The main mission is to ensure the evolution, coherence and performance of the information system of several business domains in order to meet their needs, while ensuring compliance with the IT strategy of the State of Fribourg.

Reporting to the Head of the "SJS" sector

Your activities will be as follows:

  • Understand the cantonal strategy regarding digitalisation and derive a logical design, aligning the expression of the beneficiary’s needs with the compliance of the State’s information system (IS) reference architecture
  • Ensure compliance with defined technical and architectural standards
  • Contribute to IS control by analysing and documenting existing architectures and formulating strategic recommendations within the framework of its evolution
  • Evaluate the relevance and coherence of projects in relation to the target architecture and existing systems
  • Be the sector’s reference architect for programmes, projects, missions and ongoing activities within it
  • Study, evaluate and design the architecture for the implementation of assigned projects
  • Advise and support project and operational teams in implementing architectural recommendations
  • Contribute to architecture-related initiatives at the section and service level
Desired profile
  • Completed higher education in IT - University of Applied Sciences, university, ETH or equivalent training
  • At least 5 years’ experience in solution development and architecture (preferably Java or .NET)
  • Mastery of service-oriented architectures (microservices, REST, SOAP, Messaging, ESB)
  • Knowledge of architecture frameworks (TOGAF certification a plus) and mastery of modelling languages (e.g. UML, BPMN, C4 Model)
  • Experience in implementing cloud solutions, including Infrastructure-as-Code (IaC). Knowledge of major public cloud offerings on the market, especially Microsoft Azure and M365, preferably with certification
  • Excellent organisational skills with good knowledge of ITIL processes and/or HERMES methodology, preferably with certification
  • Experience in an agile organisation
  • Autonomous personality, with very good analytical and synthesis skills, and great adaptability
  • Strong communication skills adapted to varied interlocutors; strong client orientation
  • Team spirit, loyalty, autonomy, rigour and precision
  • Interest in public service
  • Fluency in French with good writing skills and good knowledge of technical English. Knowledge of the second official language of the canton of Fribourg is an advantage
