Description

Attached to the Department of Security and Sports (DSSP), the Logistics and Events Service (LOM) notably includes the Festival Equipment Unit, the Vehicle Management Unit, the General Workshops Unit as well as the Civil Protection Unit (UPCI). The UPCI is responsible for all administrative management activities, militia training, and maintenance of equipment and structures (protected constructions and public and private shelters) for the benefit of the Civil Protection Organisation (OPC) of the City of Geneva. With nearly 300 on-call personnel, the OPC is an essential partner in population protection and provides services in the areas of command assistance, logistics, support, rescue, aid, and protection of cultural property during natural disasters, emergencies, or armed conflicts. The UPCI and OPC share a small joint headquarters, led by an OPC Commander / UPCI Chief. In this context, the LOM is seeking a

Your mission and responsibilities

- Lead and ensure the command, planning, training, and operational deployments of the OPC, substituting for the Commander in their absence.

- Develop and implement deployment plans, ensure strategic and logistical planning.

- Supervise training, exercises, and annual activities, guarantee operational availability and ensure intervention safety.

- Coordinate actions with population protection partners (firefighters, police, health services, army, etc.).

- Manage the civil protection unit, oversee administrative management and continuous training, support the development of managers and staff.

- Represent the OPC with authorities and partner services, lead specific projects.

- Provide on-call service and accept occasional irregular hours.

Your profile

- Hold a Federal VET Diploma (CFC) in a technical or administrative field, or an equivalent qualification complemented by management training, specific officer training with a population protection partner, a federal civil protection instructor diploma, or an adult education trainer diploma.
- Demonstrate proven experience in management, entity administration, and staff function.
- Master leadership, operational team command, and organisation in the field of population protection.
- Possess solid knowledge of civil protection and population protection partners.
- Show a keen sense of organisation, coordination, and strategic vision.
- Contribute to decision-making and develop a unifying dynamic through strong interpersonal, collaboration, and negotiation skills.
- Demonstrate great adaptability and excellent stress resistance.
- Speak German and/or English (an asset).
- Hold a category B driving licence.
