The Energy Service is reinforcing its officer position at % (fixed-term contract) for a renewable 2-year mission. The Energy Service is strengthening the System X department and is looking for an officer at % (fixed-term contract) for a renewable 2-year mission. The manager will be in charge of data management and security. Integrated within the Systems and Finance Department (DFSI) of the SEY, you will work closely with the Systems Manager. This position will allow you to be at the heart of the issues, actively contributing to data governance and management, and evolving in a stimulating environment, focused on key missions and responsibilities: Definition and deployment of data and systems security policy, ensuring quality, security, and compliance (LPRD, NLPD, NIST, TIC, ISO). Establishment and deployment of governance and data management to enhance their management and security. Design and deployment of BI tools and ensure the update, evolution, and maintenance of solutions. Analysis of risks related to processed data and proposing appropriate measures, drafting guides and procedures for data tools. As well as analyzing and supervising data collection, storage, and processing processes. Supervision of projects or new performance solutions (KPI) to measure efficiency in collaboration with the business to identify needs and align solutions with objectives. Also ensure technical support to teams for data exploitation. Profile: Bachelor's or Master's degree (HES or university) in management of information systems or equivalent. Excellent mastery of databases, analytics tools, and security protocols. Knowledge of SQL, Python, Bash/Powershell languages and solid expertise in Business Intelligence (e.g., DMX/M). Proven experience in the implementation or management of a professional data system: Minimum 5 years in a similar position or in data management. Languages: Fluent French, with at least a B2 level in English. Legal knowledge: Good understanding of cantonal and federal data protection laws, as well as NIST, TIC, or ISO standards. Personal qualities: rigor, analytical spirit, ability to work in a team, and communication skills.
