Assistant to the Head of the Buildings DepartmentTo strengthen its Buildings and Energy Department, the Municipality is opening the position of Assistant to the Head of the Buildings and Energy Department.MissionsPlaced under the direct authority of the Head of the Buildings and Energy Department, you assist your manager in all their missions and ensure the continuity of the service and are the primary contact for the concierge staff and technical staff in the absence of the Head of Department.Management of the department- Support the Head of Department in defining and implementing the objectives and directives, internal processes, and quality standards of the department.- Contribute to the recruitment and integration of new staff.- Represent the department during inter-service meetings, in case of absence.Maintenance of municipal assets- Plan and coordinate routine maintenance and upkeep work for municipal buildings.- Supervise the interventions of companies and check the quality of work.- Manage maintenance contracts, keys, badges, and access control systems.- Ensure the link with the property management agency(ies) and tenants.- Ensure compliance with federal and cantonal legal standards applicable to municipal buildings and facilities.Municipal energy policy- Contribute to the implementation of the energy action plan, monitor energy consumption, and propose improvement measures.- Provide technical support on energy aspects in renovation or construction projects.- Raise awareness among users of municipal buildings regarding energy efficiency issues.Budget management and financial monitoring- Participate in the preparation of the operating budget and the department's investment plan.- Ensure the control and monitoring of current expenses (quotes, invoices, payment orders).- Contribute to the monitoring of external contracts and calls for tenders in compliance with public procurement rules.Leadership and participation in department projects- Participate in the management of projects related to buildings and energy (pre-project, needs analysis, cost estimation).- Contribute to the drafting of municipal notices and technical reports.- Ensure the monitoring of external mandates and communication with partners (architects, engineers, companies).Replacement of the Head of Department- Assume all duties and responsibilities of the Head of Department in case of prolonged absence.- Ensure the continuity of department management, the making of necessary decisions, and the link with the Municipality.Profile and experience- CFC or equivalent professional training in building trades (electrician, heating engineer, building generalist, etc.), or technical degree at ES/HES level in civil engineering, architecture, or related field.- Confirmed professional experience in building management and maintenance (minimum 3 to 5 years).- Experience or proven aptitude for team management and leadership.- Complementary training in building energy management or facility management is an asset.- Knowledge of municipal operations or public administration is an asset.Specific knowledge- Knowledge of building techniques and construction standards.- Notions of energy efficiency and facility management.- Mastery of current and specialized tools (CMMS, management software).- Notions of project management and public procurement.- Knowledge of federal and cantonal legal bases applicable to buildings.Personal skills- Team spirit, sense of public service, and responsibilities.- Rigor and reliability in file monitoring.- Capacity for analysis and responsiveness to unforeseen events.- Aptitude for oral and written communication, ease in finding solutions, sense of priorities, and resistance to stress.- Discretion and respect for confidentiality.Special conditions- Category B driver's license.- Availability outside office hours in case of emergency or replacement of the Head of Department.-
