Your mission

The Human Resources Department (HRD) of the Department of Social Cohesion (DSC) plays a crucial role in implementing human resources policy at the level of offices and services. Providing advice and expertise to both management and staff members, its mission is to evolve practices to develop the professionalisation of functions and the accountability of each individual, within a healthy and motivating work environment.

In order to contribute to the promotion of a public service adapted to needs and with a concern for coherence, efficiency and visibility, the DSC has also established the departmental programme TOMORROW. This programme is notably expressed through targeted initiatives aimed at concretely meeting the needs and expectations of teams and providing the essential tools for the multiple challenges arising from societal, technological and environmental changes.

In this context, and as HR Manager, you represent a strategic and privileged partner in the implementation of HR policy and the daily application of the values and principles of our culture. Working in a network with members of the HRD team, the General Secretariat, various partners of the State Personnel Office (SPO) and managers, you provide support and expertise in operational management and contribute to the implementation of innovative solutions as well as the continuous improvement of processes.

More specifically, serving a population of approximately 200 to 300 employees:

  • you advise managers on all HR topics throughout the employee lifecycle, with a pragmatic and solution-oriented approach;
  • you ensure compliance of practices with current legislation and internal rules;
  • you respond to the needs of staff regarding issues they encounter in their work environment;
  • you monitor and coordinate absence situations, respecting the steps necessary to protect staff rights;
  • you share your recruitment expertise and are proactive in defining means to facilitate the identification of suitable profiles.

Through your attitude and actions, you contribute to the realisation of the strategic axes of TOMORROW. Additionally, you actively collaborate in various actions aimed at bringing it to life on a daily basis.

Your profile

  • You hold a Bachelor-level qualification and benefit from an HR Certificate and/or a CAS/DAS in the field;
  • You also have 3 to 5 years’ experience in a comparable role.

Well organised in your work, you quickly identify priorities. Equipped with sharp analytical skills, you know how to translate theoretical concepts into concrete actions. Comfortable in human relations, you cultivate clear and benevolent communication. Responsible and autonomous, you commit to your engagements, act transparently and ensure the relevance of your actions.
